A bipartisan group of House and Senate negotiators — no doubt aware of when Trump was set to begin speaking — sent word Monday evening that they had struck a deal to avoid a shutdown and keep the Homeland Security Department and other federal agencies open past Friday. Democrats had quickly dropped a demand to cap the number of undocumented immigrants that federal authorities could detain at length that had been hanging up the talks, and Republicans had agreed to limit new border fencing to 55 miles.

In other words, no wall.

Here is just one example
Drone surveillance. I have a small drone that automatically fly's around my property at preset intervals, videos what it sees and downloads it to my computer. It navigates by satallite and in 3 years has never failed. I also have perimeter sensors that detect any human crossing on to my land, they automatically turn on security lighting and send an alarm signal to the house. Why do i need all this? i don't, i just love tech stuff and got it all cheap from a company i did some industrial design work for. But it's an example of more effective ways to detect illegals !
