Do you think he will? I think he'd be happy to keep this shutdown running longer and firing shots at democrats. If he declares a state of emergency then diverts funding to the wall then the GOP lose any reason to block spending bills.

I just saw on cnn.com that he is expected to announce concessions to the Dems in return for his wall - He will of course make sure it is unacceptable and then he can turn around and say 'look I'm trying, it's the Dems fault'...
