What is the definition of the adult webmaster term "circle jerk website"?

When a group of sites with no content get together and cum on a surfer.

as in to jerk a surfer around like in a big circle.

back and forth and nothing is ever given to the surfer, and you just jerk him around until he gets soooo pissed that he DOESN'T leave, but instead he buys a membership to avoid the wild goose chase.
