It's similar here in Hungary, since they introduced "zero tolerance" around 2010.

In Croatia, there was also zero tolerance, but there was protest due it so they reversed back to 0.5% which is around one beer i think.

You are actually partially correct. There is a Russian company involved. It is called Acid who is the publisher of the game. It can be fairly presumed that they may have invested into the development, but by American developers to be sold on an American platform. So, one out of the three elelments is Russian. :2 cents:

Acid is the Russian game developer

Acid used American company Valve to distribute the game on Steam.

Acid did not use Valves developers, they used Valve dolepy for distribution. I think they used valve to mask the fact that the source is a Russian company.

Acid is a publisher on Steam as well, they could have easily publish the game themselves but would have been very obvious it was a Russian company doing it to stir discourse in America.

"Acid, a Russian independent game developer that publishes titles on Steam, is set to release Active Shooter, an FPS that simulates a school shooting incident. It allows you to play as the shooter or a SWAT team member tasked with neutralizing the perpetrator."
