sanctions are economic terrorism...the USA has indirectly killed millions of people by punishing entire populations of countries that did nothing wrong but live in a country where a handful of mickey mouse politicians had a fight with a handful of USIS politicians...

punishing civilians over politics is terrorism whether one uses violence or not if the end result is harm to civilians...

He's backed off on sanctions to give Putin time to transfer funds, then he'll impose them. The same MO Trump pulled last time with Russian sanctions, he waited a month after all names & companies were publicized.
