Responsive Design is how to build a website that works on all internet capable devices.

You can tell if a website has responsive design by adjusting the width of your browser.

I didn't design this particular theme; but it shows the basic idea well enough.

All these years I never made a WP theme.. I started several, but never finished one.

You never finished one because as soon as you started somebody announces a new theme that did everything you wanted.

But that's the good thing about using wordpress; somebody will always make what you need.
