Hard to say.. He/she/they are practicing for sure... And trying to go postal..... The local drops are testing how easily they are triggered and deadliness I figure. There's target/s in mind.. Once one reaches the intended target then the message would be received/made. Doing so during "practicing" would put those people on alert...

What gets me is why are these people opening packages that they have no clue about? If shit was blowing up in peoples faces and some strange box showed up at my door I'd be like "yo police, come get this shit."
