So the "theft" is because they were on a trip together and were caught having a affair.. (ie she didn't actually take any money but spent it for travel)

Meaning the money stolen was money that the state paid for a trip/overtime which the investigators felt the state shouldn't pay for due to the affair.

So when do we get to charge Trump with theft from tax payers. I'm sure you will agree onwebcam that Trump has "stolen" far more than $11k from US tax payers with his weekly golf trips and his 100 days at a Trump resort on tax payers dime in his 1st year..
