A recruitment agent in the UK has worked out that by only sending clients the resumes of job-hunters with Anglo-saxon surnames, more get given jobs and hence the recruitment agent makes higher commission.

Are they are racist for using this strategy to take home higher commissions?

Of course not but a more important question is this -
 

Unlikely. He probably gets racially discriminated against by all the blue people cause he's orange, but there are too many blue people for him to be able to be racist back. They outnumber him.

It's a metaphor for the presidency - Trump is the orange one, and the blue ones (democrats) are ganging up on him. Also two of the blue ones are closet gays (they're trying to hold hands but know it's not appropriate to do so during a lynching)

Racist for using the strategy? No. He is however, playing to his clients' racism/bigotry. They are racist in their hiring practices and he has identified that and is using it to his advantage.

Unfortunately the nasty realities of life sometimes force your hand.

Whilst I do try and live in a just and fair way I have found myself in a similar conundrum.

An agency sends you a bunch of CVs, as a company in adult you have a problem with all sorts of potential workplace legal woes.

So do you pick candidates for interview that you know could cause you legal problems simply because of the material that you work with, or do you just pick white hetro sexual males ?

I pick the white guy and save myself the headache.

Did a search of some names last night and many are of black athletes. You can?t tell by names, though. I went to school with Moses deJesus. An uncle lived in Puerto Rico and he was friendly with Jesus Schwartz. Jewish father, Christian mother, and from Puerto Rico... poor kid probably had fights daily in school!

I know a female named Manushka, Russian name, but she?s black from Jamaica.

You don't hire people based on their last name.
