Depends on where / how the footage in question was shot. Many will say public nudity requires no waiver regardless of age. ie Documentary. However, I have seen his interviews and they give stuff to certain girls which changes the scenario.

The government can and will break his whole bank if they choose to. Why is it hard to adapt a theory and strategy of making a living in this industry while being somewhat reclusive? I just dont get it. Just cause your fuckin infomercial is on every 30 seconds at 1:00 on 4 stations at once. Does this give one the allmighty feeling of invincibility? There are always two sides to a story, but from what I've read in other articles he was filming two under aged girls in a bath tub, and he knew they were underage. If he doesn't have copies of their IDs proving they were over the age of eighteen, well, then he (they) should go to jail.

I hope he asked for ID at least, but it doesn't sound like it. If he has no ID proof and he's relying on waivers signed by minors for his defense he's toast.
