Can CCBill pass the subscription ID number with the user name and pass back to my DB?

Yes... http://manual.ccbill.com/ look for custom forms -> codes

YES! Just log into the backend, choose the "TOOLS" menu, then "Services Setup", then "Client Options." Choose the right subaccount and then set the "Approval Post URL" to a cgi script on your server.

Every time a transaction is approved all the details will be POSTed to that URL. The sub# will be in a field called "subscription_id". Username is "username" and password is "password".
