I suspect Trump has been put under a lot of pressure behind the scenes to do this, I don't think he was lying about this beforehand, but hard to confirm either way. :2 cents:

I always wondered how much control the POTUS actually has over the military industrial complex, some years ago I watched an interview with Putin said he was unsure of it too.

I'm now left not knowing if Trump has been forced to go along with this or if he knew this was coming all along.
