Hi everybody

which cc precessor will be the best for a new celeb affiliate program that belongs to a non u.s/european compnay?
I need to process on the billing compan's merchant account and I need them to have an affiliate program and to deal with webmasters payments.
also, I rather not pay for a setup fee or annual fee.
alos, it's best if they share all my surfers and webmasters info with me.
