Only 300 out of the 1700 submitted pages are being indexed. No errors and a submitted sitemap. Would lack of links be the cause??

yes more links = more pages indexed

depends on more than one factor, also depends on how old is the site and domain.

Also depends on age of the content on the pages. Google might feel that it doesn't need indexing. Particularly when there is already something else there that is better.

Googlebot reads your header tags first.
I just did a study on the Googlebot spidering and frequency on sex.cam
The bot does eat up the XML site maps and then returns with a plan.

Those are the first advance touchpoints to work on.
