He was not claiming that. He was QUESTIONING/WONDERING (as in he was unsure if he was born in US) if he was born there, not CLAIMING (as in he was certain that he was not born in US).

Person A: he was born in Kenya. (= he is 100% certain)
Person A is claiming he was not born in US. (= he is 100% certain)

Person B: There is a possibility he was born in Kenya. Lets see more proof etc. (= he gives 1%, 10%, 20%, 50% whatever chance that he was not born in US.)
Person B is claiming it is possible that he was not born in US.
