In a follow up conversation after publication, Snipes said that what the whistleblower witnessed was actually SOE staff members replicating damaged ballots by copying information from those problem ballots onto fresh ones. The whistleblower did not mention a third stack of ballots which would have been needed if one was transcribing. There was also no mention of any canvassing board monitors being present at the time this was done, which would have been required.

You need to re-read it. It didn't say they were not there it just said the whistle blower failed to mention there was the 3rd ballots and "if" there was or wasn't the 3rd party observers. The article didn't say one way or the other if the 3rd party observers were there just that they didn't mention if they were or not...

No you do. The election official in question is the one making the claim they were transferring ballots. The article is explaining what would be required if that were the case.

Meaning something violating the law was being done.

And it turns out they weren't allowing canvassers to monitor their activities
