There's a couple options as I see it:
1) They're bluffing. This Information Minister or whatever the hell he is, is full of shit. Yes, we receive sensationalized news, but have you seen the various things he's been reporting to his people?
"The coalition isn't anywhere close to Baghdad."
Yeh, 6 miles isn't close at all.
"The coalition isn't making any advances, we're holding our own easily."
Yeh, Basra is barely an issue anymore. A good chunk of the South is taken care of. The North is taking a beating. The West is hardly an issue. And the Marines have been hauling ass in the East and securing the river. Even if 25% of this is true, it's still great progress.
The guy is nuts. Why should we believe any threat he makes? Definitely proceed with caution and clear things up as quickly as possible. But to get too worried is silly.
2) WMD's even though he said no. Do you really think he's going to say "yup, we're going to unleash the chemical weapons tonight!"?
They really have nothing to lose and their options are limited. The small battles with the Republican Guard as of yet have been very small and several groups have basically been wiped out. The Guard is probably waiting inside Baghdad for attacks.
3) Terror attacks and human shields. If anything, this is probably it. Suicide bombers and many civilians. Although, the question must be asked, how will they get to an area of the airport that would actually cause any damage? Around 70% of the airport has been secured.
4) Terror amongst the cities. This is what I would do. Send the bombers crazy. Let them run around killing civilians. Saddam doesn't care about the civilians, but he knows we do. This could/would be a disaster.
