what is the lowest priced new dig camera that is decent?what price range?

I am looking at the panasonic PV-DV953 its new 3ccd and all the reviews so far are very good and you can buy new for $1295.00. The only thing that it might need I heard is a good shot gun microphone and for $150 you can get a pretty hot one.

I'm also looking for a digital video cam, what should i be looking for....i'm looking for a starter cam to learn with.
