Wordpress CMS which can be downloaded from wordpress.org. Use on your own domain with your own hosting. As far as I know you cannot monetize wordpress.com websites and you are limited on customization options.

Wordpress.org if you want to host your own WP site (Or use a simple install depending on the registrar.)
If you want a good free blogging host, Blogger is much better than wordpress.com

Kind of, but there aren't really many free options left. (I can set up a blog network with hundreds of subdomain blogs set up in a day and costs about $10-15 on the low end.)

Wordpress.com is a free hosting site and wordpress.org is the cms so a two different things. I would not recommend using wordpress.com because you can not add ads unless you upgrade your account. Better get a domain, then hosting and setup a wordpress.
