They are saying its going to be a historical speech from Saddam...

indeed.... all his speeches are of great historical value.

He's going to announce that the americans have been defeated and that iraqi's can go back to their normal lives.

That would be really dumb. We'd trace the signals and bomb the fuck out of him. Then again a cruise missile takes a while to get there...

It'll likely be taped to avoid any tracking of his signal. Saddam believes that everything he does is historical, so I'm not expecting a whole lot from this.
