MPG Compress

How do i compress .mpg's from 800 kb down to 350 kb. I am hosting the movies on a free host, so they can't be over 350 kb. I tried Virtual Dub but i can't get it down to 350 kb

Honestech Mpeg Encoder.

That's some heavy compression, I would cut the length down, then compress.
