It's rumored that France has been taking part in under the table dealings with Iraq over the years, and they don't want any of this to come out.

Sounds like a perfectly good statement to me. They didn't want the war in the first place (for whatever reasons).

Who knows if Iraq will even be liveable by the time this is over. If someone fucks up and nukes the place, or lets out some evil bio-bugs... they can talk about rebuilding in ~10 years.

Finish the war, let the dust settle then organize the rebuild.

Why postpone getting plans together and funds available to start rebuilding and helping them asap ? What good purpose for delaying that would exist ?
