I have never heard of a passport control office, where the applicant's ID and citizenship is validated and a government passport is printed, not being done in or near the capitol (or seat of government).

You think its logical that since no gfyers have a Syrian passport, therefore that means passports aren't printed on special documents with specialized printers?
