Hello , can someone educate me on how to get adult billing for non american citizens?

I can't speak for CCbill but I can tell you that we can process for any merchant as long as you have an EU corp OR are a US citizen. We can help establish the corp as well in the EU. For a merchant account in the EU, you must have current processing history over $20k per month for adult sites. There is no minimum for US.
