You'd be surprised how much a smaller underarmed country will fight back. Especially if their independence is at risk. I'm pretty sure the Iraqi people aren't 100% aware you're going there to liberate them, you know...

Or they could believe they are going to be "liberated", like many countries have done to others in the past. One dictator taken out, and another put in. The more things change, the more they stay the same.
