Why is it legal to sell magazines like High Times when pot and pot products are banned, and that obviously what they are selling inside is going to be used for growing or smoking?

Cant sell anal pics in some states cuz anal is not legal, but hell i can sell pic of pot, and even pot products.

The act of selling pictures of anal in those states is illegal. Looking at pictures of pot is not illegal... selling pot itself is.

If I created a magazine that explained how to do anal the right way or something, it would not be illegal in that state.
