Why is it legal to sell magazines like High Times when pot and pot products are banned, and that obviously what they are selling inside is going to be used for growing or smoking?

The act of selling pictures of anal in those states is illegal. Looking at pictures of pot is not illegal... selling pot itself is.

If I created a magazine that explained how to do anal the right way or something, it would not be illegal in that state.
