What countries can't standard join your webmaster program?

Is there a "standard" ban list for countries? If so, what countries do you block standard?

don't ban any country, especially if it's revshare program

easy to shoot down the cheaters and keep their money if needed

Well I don't want problems. I prefer blocking those countries in the terms...And when they wanna join, they should ask, and then I can approve them(or not)

The list also has Italy, Denmark, Norway, Belgium...
And there are non-existant countries : USSR, South Kurdish ?!

Eligible countries list would be much shorter :)
