I saw it and edited my post because I'd fucking trip on those stairs no matter which way they were going.

It's an escalator. The cat is standing still and the steps are moving.

Those are called treads of the staircase and you can only see the nose of the tread if you are looking up.

The 'nose' is the overhang of the tread over the 'riser', the staircase sides are called the 'stringer'.
