I use Homesite 5.5 (has been gone for a long time), but along with the html editor it has TopStyle Lite for css

I have been using Blue Griffon for a few years -- the responsive part is in the manual coding.

Not sure of MS Expression Web does it........ but they've stop charging for this product.

Its 100% free on Microsoft website.
