Interesting, but I wouldn't say "WTF". It's sort of hydrofoil.

When I was a kid growing up in NJ we used to go (don't laugh) ice skating on the local reservoirs and they used to run ice boats on them and have races. They are like small sailboats that run on large ice skates, using the wind for power.

Been around for awhile,...This guy is the Boss of the Air Chair!
