Shared hosting typically doesn't have the dependencies required to run the script, and a lot of things are restricted in the name of security (since you have multiple users that may or may not be trying to do malicious stuff on the machine vs just you, which isn't trying to hack his own server). Encoding etc won't work.

Dedicated or VPS at the very least. If you need cheap and can self-manage:
http://www.kimsufi.com is run by OVH and is dirt for older dedicated servers.
http://www.soyoustart.com also run by OVH and has some nicer servers for very good prices too (we host there)
