No. The guy who ran over the soldiers the other day in Quebec had his passport seized when he was caught trying to leave and they suspected he was going to fight for ISIS. The problem is that they didn't detain him so he decided to make jihad here.

There have been a number of guys who went over to fight in syria or wherever and died. I believe they are being intercepted now but previously were not.

I say let them go to their likely death. If they manage to make it back then arrest them and lock them up.
