It comes down to the type of TGP.

If it's the TGP's goal to build up traffic so they can sell high-traffic gallery spots, then they'll want 20 hardcore pics to keep their surfers coming back.

If it's the TGP's goal to convert their own traffic on sponsor ad's, then no, they wouldn't give such a thing away.
