Actually USA did drop food and water to Iraq. So USA bombs jihadists in Iraq to stop them threatening Iraq government and not so jihad people, Russia bombs (artillery) Ukraine to stop Ukrainian government threatening separatists, those want to join Russia. And both send some aid after or during bombing.

If I would have to choose between these two helps, I would take help from USA.
