Who makes good banners at the moment?

Can anyone recommend some good banner designers for moving gif banners? Preferably some that don't jerk you arround with lame excuses...

Okay so actually found a designer whom I wanted to work with and then he disappeared. So were trying again. Looking for a good banner designer who can do like 10 banner layouts at a decent rate. Pls ICQ me with offer and portfolio.
