Dip shit.Certain content is intentionally hidden from the regular internet, accessible only with special software, such as Tor. Tor allows users to access websites using the .onion host suffix anonymously, hiding their IP address. Other such software includes I2P and Freenet.

Darknet is such 4th generation p2p networks as Freenet/Frost and PerfectDark. Tor and I2p are already almost mainstream net, more like 'Graynet'. I'm pretty much sure most Tor exit nodes are govt controlled.Comment
