I think it should be only in countries with existing infrastructure and at least a half way decent fan base. Look at South Africa, they will eventually even demolish stadiums they built for hundreds of millions cause they are too expensive to maintain and no one needs them. Absurd.
And the same happened in Brazil again - new stadiums that no one will ever need again.

USA makes more sense over Quatar. MaDalton makes a great point. Only the construction companies win from a such a big event in a country with no existing infrastructure.

If I'm still living in North America, a World Cup in USA would be heaven for me. I would be getting tickets to as many games as possible. The only concern I have with a USA World Cup again is that the country is so spread out, the games would be all over the place.

That is another topic. You said that "nobody will need those stadiums". Which is not true. Games will be played there, also concerts and other festivals would be held.
And rarely in the world new stadiums are "profitable" investments. Usually they are supported by local municipalities etc.
Ps: in a shady country like Brasil - lots of that 3.6bil money were stolen, thats life.

They over paid but it will get used. The point being that Brazil has a very active league system. The stadiums will see games and fans.

It's been proven again and again that the money spent building infrastructure for both the Olympics and the World Cup is a complete waste of money with shit returns that leads to severe dilapidation and waste.

Brazil was creating new cities just for this. New cities!

Most first and even second world countries would already have the cities and stadiums in place. United States has more large stadiums than we know what to do with.

Keep in mind there is difference between "need it" and being able to "maintain it".
I can talk from first hand experience as my country had handball world cup,for which was required to build tons of new arenas to make it possible.Do i love arena which was build in my city?I do,but problem it is barely utilized,but according to reports they said how it works,but somehow i doubt .There is a big chance how all those arenas only works because cities/country sipping large amount of money into it to make it still working.
