Kind of. Since the liver filters the blood, and is very vascular, sickle cell may eventually cause liver complications such as acute liver failure. However sickle cell is a genetic trait, not a symptom of an unhealthy liver. The good news for those with sickle cell though is that they have a natural resistance to malaria, which is likely why it is more common in those of African descent.

Yeah, but the article title is misleading in that regard. It says the liver cells can be turned into stem-like cells. If I understood it correctly they aren't true stem-cells but undifferentiated liver cells, meaning they are still differentiated enough to only develop into liver cells, but nothing else.
