Well, I do find it outrageous to cook little plastic toys into sweets to get kids to crave shitty unhealthy foods (if you can call chocolate candy food) even more. While only 7 died from this product, I get the idea it was a serious enough situation overall here to prompt a law being made about it way back when the system somewhat worked.
