Since seeing this the first time, I've been giving this some thought. There were a lot of nay-sayers in the other thread saying that it would be cost prohibitive, but I see a huge opportunity for sponsorship advertising, not to mention on-the-fly public safety messages.

A solar panel's output drops off drastically as it gets dirty and less sunlight is available to hit the solar cells.
