PPL /CPA -cost per action usually is a free registration and user need to submit his email address

With CrakRevenue you earn anywhere from 50 cents to $2.50 per lead. All depends on what county the surfer is from. Surfer enters their e-mail, gets a confirmation sent to them, once they confirm you get paid.

Chaturbate pays a flat $1.00 per e-mail, and no confirmation. Surfer clicks your link, goes to the cam page, enters their e-mail and they are done. You get paid even if they don't confirm.

I would use a sponsor that use sub.domains in their whitelabels. They are easy to create, easier to rank for second/third level keywords and you do not need to host anything.

Exactly. More specifically theres SOI (single opt-in, users only needs to enter his e-mail and that's itm no verification required) and DOI (double opt-in, user needs to verify his e-mail after he signs up). Chaturbate is (or it was) SOI, while most of others are DOI.
The pay per DOI PPL/CPA it mostly depends by the country of the signup, so US/CA/AU is normally paid more than Greece for example; country is checked by IP address geotargeting (maxmind or else library - country it is only a guess and can be wrong - for example iranians using USA proxy are accounted as US people).
