A local TV commercial? Just call or email the advertising department of your local stations. If you want national there are companies that will buy/place the spots for you.

no its not, but we have done the magazine advertising thing, going to try TV next.

Talk to your local cable tv provider first before taking to actual broadcasters.

Yes, that is what you need to do. You contact the cable provider or satellite provider. They will even create the commercial for you (for a fee) when you commit to advertising. They have plans where you can pick the channels and times zones you want your ad to show based on demographics, etc.
