Looking for message boards, or places where I can maybe find a developer.
What are the big boards in Ur/Arg/Chillie.

Most of the jobsites want a presence in the country, so are there any big 'geek' boards where I may find someone?

Hey man, it depends on the job... 1.5k - 2.5k is good, 3k - 4k is pretty high, 5k is really good but again, it depends on the skills of the employee.

Usually freelancers, developers, big webmasters can make 5k - 10k (and more) easily. Of course there are people working for 500 USD / month but not online.
