That doesn't seem accurate.
For example, brothels aren't legal in Hungary. That's why all the girls go to Germany and Austria. It's not just because they make more money.

In terms of prostitutes, I agree with Scottybuzz about Spain. That place is bananas. Lot of STDs though, so be careful.
