I wondered the same thing about my Netfilx service but it turned out to be a bad carrier router between Netfix and me. Try mtr with LINUX or Windows (Yea! Point and click! :1orglaugh ) And not tracert with Windows or traceroute with LINUX.

This is based on my own personal experience his might be different.

The way the support call ended with his ISP is typical -- reboot your modem! (Place the blame on the customer's equipment never admit culpability.)

I really doubt that until the legal appeal processes, civil appeals, en blanc or SCOTUS as well as administrative rule making (FCC) will any ISPs really exercise serious throttling based on the networks traffic originates from -- but I wouldn't put is past the ''evil ISP mentality''.

If the ISP really start to throttle traffic on any noticeable scale congress may just find a new issue popular with most Americans and run with it (but then maybe not -- campaign contributions).
