They discontinued use of webadmin.ccbill.com and went with admin.ccbill.com. Their message from August 1, 2013:

Not to mention it helps simplify things for you. Rather than continue to offer you different admin sites, a more holistic and efficient method is available to help you manage your business.

We understand and appreciate that some of you may currently be using the old Web Admin system. Therefore, it will remain functional until mid-September. However, if you are not already doing so, we encourage you to access the CCBill Admin Portal at https://admin.ccbill.com, to become more familiar with its functionalities and features.

Ccbill's stats interface is one of the worst designed stats interfaces I've seen. It's unintuitive and everything is hard find. Doing exactly what you need is like pulling chicken teeth.
