Loewen was arrested as part of an undercover FBI investigation. He was taken into custody without incident at 5:30 a.m. while trying to gain access to a tarmac, Grissom said. At the time, he was with the vehicle he allegedly thought was filled with explosives.

There was never a bomb that could explode and the public was never in danger, authorities said.
