are they worth the effort to submit AVS, paysites to? or would it be easier to push traffic with TGPs and or opt in mailing lists, or even Chat room traffic bots... ?

Yeah, free sites and avs sites are good... they get less amount of traffic but usually have better conversion ratios than TGP traffic.

TGP traffic, on the other hand, doesn't convert that well but you do get a lot more traffic.
