Why dose Youtube let so many dup video upload?
 

Because more and more people want to make money with YouTube, uploading dash cam videos.

From what I understand exact duplicates are limited to two. If you alter the video in any way you can upload an unlimited amount of times until they manually prevent it. This includes adding watermarks, cutting part of the video or adding a trailer or such.
