The number of transactions attempted has exceeded the limits placed by the processor/acquirer

That what it means smart guy. Your trying to hit a card after it's been declined. So you set up a velocity stack and hit them up again. I recommend every 2/3 days as people dont usually deposit money in their bank fucking hourly.
